Check whether the camera is available to the application
Windows camera troubleshooting includes access permissions, app-specific access and policy restrictions. A powered camera or illuminated light is not proof that your meeting application can use it. Microsoft: camera troubleshooting and permissions
Check that the intended external camera is selected rather than the laptop camera. Close another application that may be using it, then test a simple camera preview before joining a call. On a managed machine, an enforced restriction belongs with IT.
Make the comparison meaningful

Avoid testing a different app, lower camera mode and new cable at the same time. A passing result would not reveal which change helped.
If it works only at a lower camera mode
That is evidence of a mode-dependent problem, not immediate proof that the webcam is defective. Check the camera’s cable requirement and the dock’s actual USB-port capability. A USB-C connector does not by itself establish the needed data capability.

A practical endpoint
A direct camera connection may be an acceptable temporary arrangement while displays and other peripherals remain docked. If a one-cable desk is essential, choose a replacement only after confirming the failed requirement.
If all USB ports stop when a powered device is attached to WD22TB4, compare the symptom with Dell’s specific documented case. If only the meeting app fails while the local camera preview works, investigate that application and its permissions first.
